"When I served under President Clinton, we presided over a remarkable era of economic growth and job creation by paying for sound investments and important research. We turned huge deficits into a $5.6 trillion projected surplus," Congressman Garamendi said. "Unfortunately, President Bush decided we could have our cake, add layers of an unfunded war in Iraq and tax breaks for the rich, and eat it too."

Congress has employed reconciliation in the past to make major policy shifts, including the passage of welfare reform and the Bush tax cuts, and the fact of the matter is this country will find itself in serious trouble if we do not act now. No one Senator should feel entitled to veto power over 17% percent of our economy."

At that time, we were losing an average of 673,000 jobs per month compared to the last quarter of 2009 when the average job loss was 69,333 per month, an improvement of nearly 90 percent."

Today's announcement that the unemployment rate dropped in November is welcomed news for the millions of American workers, including tens of thousands of people in my district, struggling to find a job in this difficult economy. The Recovery Act and other jobs-creating measures have laid down the building blocks to repair our economy.
