Member Certifications

Congress provides Member-directed federal funding to a select number of Community Projects through the appropriations process. Under the newly adopted process, each House member is allowed to submit 15 project requests on behalf of their Congressional District to the Appropriations Committee.

Transparency

All requests submitted by Congressman Garamendi to the Appropriations Committee are posted below. Members are required to certify that neither they nor their immediate family has a financial interest in the requests made.

FY2026 Member Certifications:

  • FY26 Member Certification for the North Richmond Wastewater Protection EI Project

    • This community project funding would be used to ensure reliable wastewater service for more than 180,000 individuals by improving an existing low levee to provide coastal flooding resiliency and protect critical water and wastewater infrastructure for the West County Wastewater District. The project is an appropriate use of taxpayer funds because it will provide flooding protection to wastewater infrastructure and protect access to a vital transportation corridor in western Contra Costa County, which is projected to face regular flooding and inundation in the coming years.

    • The project has a federal nexus because the funding provided is for purposes authorized by Section 8375 of the Water Resources Development Act of 2022 (Public Law 117-263) item 293 (under the Environmental Infrastructure program).

  • FY26 Member Certification for El Cerrito Hillside Natural Area Fuel Modification Project 

    • The funding would be used for long-term, permanent risk-reduction by implementing researched, best-practiced wildfire fuels mitigation treatment activities. The project is an appropriate use of taxpayer funds because it would help prevent future wildfire natural disasters, potentially saving lives and property. 

    • The project has a Federal nexus because the funding provided is for purposes authorized by section 203 of the Stafford Act (42 U.S.C. 5133), as amended by Section 1234, National Public Infrastructure Pre-Disaster Hazard Mitigation, of the Disaster Recovery Reform Act (DRRA) of 2018. 

  • FY26 Member Certification for the Central Sanitation Air Diffuser System Upgrade Project 

    • This community project funding would be used to modernize the mechanical rehabilitation/replacement, concrete repairs, and structural seismic improvements to prolong the remaining useful life of the aeration basins and diffuser systems. The project will replace all diffusers and some of the air piping, reconfigure the aeration basins (A/N Tanks) to maximize the use of unused channels to optimize the activated sludge process using available volume and tankages as well as upgrade instrumentation and controls to improve air flow distribution. The valve replacement will also include a concrete structure box for access and maintenance. 

    • The project has a federal nexus because the funding provided is for purposes authorized by Title VI of the Clean Water Act (33 U.S.C 1381 et seq.) 

  • FY26 Member Certification for the Delta Diablo Forcemain Replacement 

    • The project would replace an existing 0.9-mile SAPS forcemain (i.e., pressurized pipeline downstream of the pump station) to ensure effective and reliable wastewater conveyance from approximately 24,000 customers in Bay Point to the District's Wastewater Treatment Plant for treatment. This project will help ensure uninterrupted wastewater conveyance services while reducing the potential for a sanitary sewer overflow with associated potential impacts to public health and the environment. The project is an appropriate use of taxpayer funds because rehabilitating this critical wastewater treatment infrastructure will significantly reduce the risk of raw sewage reaching the San Francisco Bay, fulfilling the federal and state missions under the Clean Water Act to restore the Bay. 

    • The project has a federal nexus because the funding provided is for purposes authorized by Title VI of the Clean Water Act (33 U.S.C 1381 et seq.) 

  • FY26 Member Certification for the Mare Island Sewer Rehabilitation Project 

    • This community project funding would be used to rehabilitate the outdated municipal sewer system on Mare Island, a decommissioned U.S. Naval Shipyard in Vallejo, to reduce inflow and infiltration related to sea level rise. The project is an appropriate use of taxpayer funds because rehabilitating this critical wastewater treatment infrastructure will significantly reduce the risk of raw sewage reaching the San Francisco Bay, fulfilling the federal and state missions under the Clean Water Act to restore the Bay. 

    • The project has a federal nexus because the funding provided is for purposes authorized by Title VI of the Clean Water Act (33 U.S.C 1381 et seq.). 

  • FY26 Member Certification for the BART Station LED Lighting Program 

    • This community project funding would be used to replace fluorescent tubes with LED lighting at BART’s El Cerrito Plaza, Richmond, and Pittsburg/Bay Point stations. The project is an appropriate use of taxpayer funds because the updated lighting will improve public safety and reduce electricity use by some 50 percent. 

    • The project has a federal nexus because the funding requested is for purposes authorized by chapter 53 of title 49, United States Code. 

  • FY26 Member Certification for the Bay Point Library Project 

    • This community project funding would be used to support the construction of a new 21,000 square foot library and multi-use community resource center in Bay Point as a part of a new mixed-use, high-density, transit-oriented development within the Pittsburg-Bay Point BART Station Area. The project has a federal nexus because the funding requested is for purposes authorized by section 42 U.S.C.5305(a)(1), United States Code. 

  • FY26 Member Certification for Richmond Bay Trail Gap Closure Project 

    • This community project funding would be used to complete a 0.9-mile paved multi-use trail segment in the heavily trafficked transportation corridor from the Pinole Point Business Park in Richmond to the City of Hercules. The project is an appropriate use of taxpayer funds because it would complete an 18-mile stretch of the San Francisco Bay Trail between Oakland and Hercules, providing easy access to three modes of public transportation: rail, ferry and bus. 

    • The project has a federal nexus because the funding requested is for purposes authorized by section 133(b)(7) of title 23, United States Code. 

  • FY26 Member Certification for the El Cerrito Plaza BART Station Transit-Oriented Development (TOD) Complete Streets Project 

    • This community project funding would be used to make “complete street” and managed, onstreet parking upgrades to improve multimodal safety and access to the El Cerrito Plaza Bay Area Rapid Transit (BART) Station and related transit-oriented development. The project is an appropriate use of taxpayer funds because these upgrades will support a transit-oriented development building 743 mixed-income housing units adjacent to the El Cerrito Plaza BART station. 

    • The project has a federal nexus because the funding requested is for purposes authorized by section 133(b)(1) of title 23, United States Code. 

  • FY26 Member Certification for the Heart of Fairfield Downtown Project 

    • This community project funding would be used to make “complete streets” improvements on Texas Street between Pennsylvania Avenue and Jefferson Street in downtown Fairfield. The project is an appropriate use of taxpayer funds because it will improve public safety for all road users such as bicyclists, pedestrians, and vehicles. 

    • The project has a federal nexus because the funding requested is for purposes authorized by section 133(b)(1) of title 23, United States Code. 

  • FY26 Member Certification for the Markeley Lane Extension Project 

    • This community project funding would be used to extend Markeley Lane approximately a quarter mile from Viking Lane to Peabody Road, which is a key arterial roadway connecting the Cities of Fairfield and Vacaville and providing critical access to Travis Air Force Base. The project is an appropriate use of taxpayer funds because it will allow approximately 2,950 students and their guardians served by the Travis Unified School District to access four public schools more easily: Center Elementary, Golden West Middle School, Travis Education Center, and Vanden High School. Military-connected students account for 24.06 percent of students attending these four schools. 

    • The project has a federal nexus because the funding requested is for purposes authorized by sections 133(b)(1) and 201 of title 23, United States Code. 

  • FY26 Member Certification for the North Bailey Road Active Transportation Corridor Project 

    • This community project funding would be used to build a two-way cycle track on a heavily trafficked, major arterial road linking residents of Bay Point to the Delta de Anza Regional Trail and the Pittsburg/Bay Point Bay Area Rapid Transit (BART) Station. The project is an appropriate use of taxpayer funds because it will improve walkable access for children attending Bel Air Elementary School and to Tri-Delta Transit bus stops along Bailey Road, which currently has the highest rate of bicycle and pedestrian collisions in Contra Costa County. 

    • The project has a federal nexus because the funding requested is for purposes authorized by section 133(b)(7) of title 23, United States Code. 

  • FY26 Member Certification for the Pacifica Avenue Safe Routes to School Project 

    • This community project funding would be used to close a 400-foot sidewalk gap east of Riverview Middle School where the sidewalk transitions abruptly from concrete to an asphalt path in rapidly deteriorating condition. The project will also raise and make other improvements to three midblock crossings for Riverview Middle School and Rio Vista Elementary School, bringing schoolchildren crossing the street into better view of oncoming vehicles. 

    • The project is an appropriate use of taxpayer funds because it will improve pedestrian safety, provide complete streets for schoolchildren, and construct a continuous Americans with Disabilities Act (ADA)-compliant pedestrian path along Pacifica Avenue to three nearby public schools. The project has a federal nexus because the funding requested is for purposes authorized by section 133(b)(7) of title 23, United States Code. 

  • FY26 Member Certification for Solano County's Radio Infrastructure and Interoperability Improvements 

    • The project is an appropriate use of taxpayer funds because it would provide the County with access to a larger pool of available equipment and expertise. Not only would the upgraded system enhance the usability and effectiveness of radio communications within Solano County, but it would also allow for interoperable communications among regional jurisdictions and State agencies. 

    • This project would enable dozens of local, State and Federal agency partners to communicate seamlessly and render mutual aid. The project has a Federal nexus because the funding provided is for purposes described in section 20102 of title 51, United States Code. 

  • FY26 Member Certification for Vallejo Police Department’s Resiliency and Elevated Public Safety Project (Mobile Unit) 

    • The funding would be used to acquire mobile command unit to be used city-wide for both enforcement and non-enforcement activities, as well as an upgrade to the Hostage Negotiation Tactic (HNT) vehicles. The project is an appropriate use of taxpayer funds because it would increase capacity for the department to provide mobilized emergency response and interoperable communications to ensure the safety of Vallejo residents in a crisis or public event. 

    • The project has a Federal nexus because the funding provided is for purposes described in section 20102 of title 51, United States Code.
