Congress provides Member-directed federal funding to a select number of Community Projects through the appropriations process. Under the newly adopted process, each House member is allowed to submit 15 project requests on behalf of their Congressional District to the Appropriations Committee.

- FY27 Member Certification East Richmond Fuel Break
- This community project funding would be used for a critical fuel reduction effort within a low-income community and the West Contra Costa Wildland Urban Interface area. This project is an appropriate use of taxpayer funds because it would significantly enhance community safety and optimize the operational response zone for mutual aid crews during a large-scale wildfire event.
- This project has a federal nexus because the funding provided is for purposes authorized by Section 203 of the Stafford Act (42 U.S.C. 5133), as amended by Section 1234, National Public Infrastructure Pre-Disaster Hazard Mitigation, of the Disaster Recovery Reform Act (DRRA) of 2018.
- FY27 Member Certification Vallejo Waterfront Restoration
- This community project funding would be used to remove abandoned and derelict vessels along the South Vallejo waterfront in the Carquinez Strait, including large vessels that present environmental hazards and public safety risks. This project is an appropriate use of taxpayer funds because the City - in partnership with regional ferry operators, environmental organizations, and maritime stakeholders - will implement coordinated vessel removal, environmental safeguards, and pier stabilization.
- This project has a federal nexus because the funding is for marine debris removal and other purposes authorized in the Coastal Zone Management Act of 1972 (16 U.S.C. 1451 et seq.).
- FY27 Member Certification Hillside Natural Area Fuel Modification Project
- This community project funding would be used for long-term, permanent risk reduction by implementing researched, best-practice wildfire fuels mitigation treatment activities. This project would take place in the Hillside Natural Area, which is identified as a Very High Fire Hazard Severity Zone. This project is an appropriate use of taxpayer funds because it would help prevent future wildfire disasters.

- FY27 Member Certification San Francisco Bay-Delta Stormwater and Water Quality Infrastructure Planning and Design Initiative
- This community project funding would be used for developing a GIS-based inventory of stormwater infrastructure, hydrologic and hydraulic modeling of priority drainage basins, system deficiency analyses, and feasibility and preliminary design for multi-benefit stormwater and groundwater recharge projects. This project is an appropriate use of taxpayer funds because it would advance critical stormwater management and water quality efforts that will benefit communities, agriculture, and ecosystems through the Bay-Delta region.
- This project has a federal nexus because the funding provided is for purposes authorized by Title VI of the Clean Water Act (33 U.S.C.1381 et seq.).
- FY27 Member Certification Suisun Force Main Reliability Project
- This community project funding would be used for the installation of two new pipelines to augment the existing Suisun Force Main, a critical 50-year-old pipeline that serves Travis Air Force Base, all of Suisun City, and portions of the City of Fairfield. This project is an appropriate use of taxpayer funds because it would advance critical wastewater system upgrades and prevent significant service disruptions that could threaten public health, safety, and the environment through the discharge of untreated wastewater.

- FY27 Member Certification Contra Costa County District Attorney's Prosecutorial Fairness Analytics Project
- This community project funding would be used to modernize prosecutorial data systems by consolidating violent crime case information into a secure analytics platform, enabling data-driven decision-making, enhanced transparency, and full compliance with California Penal Code § 745. The project is an appropriate use of taxpayer funds because it will transform raw case-level data into actionable intelligence for prosecutorial decision-making and directly strengthen the efficiency and accountability of the criminal justice system.
- This project has a federal nexus because the funding provided is for purposes described in the Byrne Justice Assistance Grants (JAG) program, section 501 of the Omnibus Crime Control and Safe Streets Act of 1968 (34 U.S.C. § 10152).
- FY27 Member Certification Solano County Sheriff's Office Mobile Command Unit
- This community project funding would be used to acquire a mobile command unit to be used county-wide that will improve situational awareness, strengthen multi-agency coordination, and enhance the safety of both responders and the communities they serve. The project is an appropriate use of taxpayer funds because the mobile command vehicle will provide interoperable communications across multiple radio systems, resilient satellite and broadband connectivity, and integrated workspaces to support Unified Command during incidents such as wildfires, floods, hazardous materials incidents, and large public events.
- This project has a federal nexus because the funding provided is for purposes described in section 1701(b)(9) of the Omnibus Crime Control and Safe Streets Act of 1968 (34 U.S.C. § 10381(b)(9)).
- FY27 Member Certification Touro University California's Metabolic Research Project
- This community project funding would be used to advance research and development through the acquisition of three complementary platforms that are critical to conducting human metabolic research. The project is an appropriate use of taxpayer funds because it would modernize Touro University California's research capabilities, strengthen physician training, enhance chronic-disease prevention strategies, and improve community health outcomes.
- This project has a federal nexus because the funding provided is for purposes described in section 272 of title 15, United States Code.
- FY27 Member Certification Vallejo Police Department's Vallejo Youth Public Safety Leadership and Explorer Infrastructure Initiative
- This community project funding would be used to expand the Vallejo Police Department's Explorer Program, a youth crime prevention and public safety workforce development initiative currently serving youth in California's 8th Congressional District through monthly academy-style training, scenario-based instruction, and community service participation. The project is an appropriate use of taxpayer funds because it simultaneously strengthens crime prevention, builds a local workforce pipeline, and enhances community trust within the district.
- The project has a federal nexus because the funding provided is for purposes authorized in the Byrne Justice Assistance Grants (JAG) program, section 501 of the Omnibus Crime Control and Safe Streets Act of 1968 (34 U.S.C. § 10152).
- FY27 Member Certification AC Transit Security Enhancements
- This Community Project Funding would be used to modernize essential security infrastructure that protects AC Transit’s workforce, facilities, and equipment. Currently, AC Transit’s East Bay facilities’ existing security infrastructure are either outdated, incompatible, or inadequate for today’s security demands. Without the necessary upgrades, AC Transit faces increased risk of unauthorized access, system breaches, and compromised safety.
- The project is an appropriate use of taxpayer funds because it would significantly strengthen security across all AC Transit facilities and ensure AC Transit can continue connecting communities across the San Francisco and helping sustain the region’s economic vitality. The project has a federal nexus because the funding provided is for purposes authorized in 42 U.S.C.5305(a)(1), 5305(a)(2), 5305(a)(4), and/or 5305(a)(5).
- FY27 Member Certification BART Safety, Security, and Rider Experience Program
- This Community Project Funding would be used for targeted, visible capital investments at BART’s Richmond and Pittsburg/Bay Point stations to improve safety, security, functionality, and overall rider experience across the system. Many station elements have reached or extended their useful life, creating an opportunity to modernize critical infrastructure and enhance safety conditions for riders.
- The project is an appropriate use of taxpayer funds because it would support BART’s essential connectivity service across the Bay Area, which expands access to jobs, strengthens regional workforce mobility, and links communities to major economic centers. The project has a federal nexus because the funding provided is for purposes authorized by chapter 53 of title 49 of the United States Code.
- FY27 Member Certification - Greenway Gap Bridge Project
- This Community Project Funding would be used to advance the project to construction-ready, shovelready status. The project will ultimately close the remaining gap in the Richmond Greenway by constructing a pedestrian and bicyclist bridge on the Greenway over 23rd Street, improving connectivity and providing active transportation routes to local and regional transportation and economic hubs.
- The project is an appropriate use of taxpayer funds because it would significantly reduce safety risks for pedestrians and bicyclists in a heavily trafficked area and would improve access to schools, transit corridors, and community services. The project has a federal nexus because the funding provided is for purposes authorized in 23 U.S.C. 133.
- FY27 Member Certification - I80 San Pablo Interchange
- This Community Project Funding would be used to reconstruct the existing interchange and improve pedestrian and bicycle infrastructure across Interstate 80. The Interstate 80/San Pablo Dam Road Interchange is a key gateway between the Interstate and nearby commercial and residential areas and has been plagued by frequent truck crashes and severe traffic congestion.
- The project is an appropriate use of taxpayer funds because it would significantly improve freight reliability, velocity, and throughput of regional and interregional commerce along Interstate 80. It will also result in decreased collisions, injuries, and congestion. The project has a federal nexus because the funding provided is for purposes authorized by 23 U.S.C. 133.
- FY27 Member Certification - Ohlone Greenway
- This Community Project Funding would be used to reconstruct and widen a segment of the Ohlone Greenway, a four-mile regional trail connecting four cities, two BART stations, and multiple AC Transit lines. The project will implement improvements to increase safety for pedestrians and bicyclists, enhance nighttime visibility, reduce vehicle conflicts at crossings, and ensure full ADA accessibility.
- The project is an appropriate use of taxpayer funds because it would strengthen first- and last-mile connections to BART and bus services, supporting transit ridership and expanding access to employment centers throughout the region. The project has a federal nexus because the funding provided is for purposes authorized in 23 U.S.C. 133.
- FY27 Member Certification - Port of Richmond Berth 5 Rehab
- This Community Project Funding would be used to rehabilitate the aging Berth 5 wharf structure, originally constructed during the 1940s wartime shipbuilding era. The facility now requires pile repair and replacement, deck rehabilitation, and related structural improvements to maintain safe operations and extend the service life of the Port of Richmond, which serves as a vital economic engine for the San Francisco Bay Area.
- The project is an appropriate use of taxpayer funds because it would preserve critical maritime infrastructure at the Port of Richmond, which supports hundreds of jobs, facilitates regional and international trade, and provides essential maritime services that support navigation and commerce. The project has a federal nexus because the funding provided is for purposes authorized in 46 U.S.C. 54301.
- FY27 Member Certification - Sycamore Ave Multipurpose Path Project
- This Community Project Funding would be used to advance proposed improvements along the Sycamore Avenue corridor, including construction of a multi-use path and bicycle lanes and related safety enhancements. Existing conditions in this constrained segment pose critical safety risks to pedestrians and bicyclists and impede accessibility across the corridor.
- The project is an appropriate use of taxpayer funds because it would improve safety and mobility in a high-stress travel area, improve access to the existing Hercules Transit Center and the proposed Hercules Hub multimodal facility, and help implement adopted local and regional plans. The project has a federal nexus because the funding provided is for purposes authorized in 23 U.S.C. 133.
- FY27 Member Certification - Vanden Road Realignment Project
- This Community Project Funding would be used to reconstruct and widen an existing two-lane rural roadway into a four-lane arterial corridor, adding one travel lane in each direction. This project is part of the Jepson Parkway corridor, a planned 12-mile multimodal transportation route that will function as an Interstate-80 reliever corridor serving three cities and Travis Air Force Base. By closing a critical gap in this corridor, the project will strengthen regional mobility, support economic development, and improve freight and commuter travel reliability throughout the region.
- The project is an appropriate use of taxpayer funds because it would improve traffic capacity, safety, and regional connectivity for residents, workers, and servicemembers traveling to and from Travis Air Force Base. The project has a federal nexus because the funding provided is for purposes authorized in 23 U.S.C. 133.
- FY27 Member Certification - Willow Avenue Pedestrian Bridge
- This Community Project Funding would be used to repair the Willow Avenue Pedestrian Bridge, a vital crossing for pedestrians and bicyclists near Interstate 80. In September 2025, the bridge was closed after inspections revealed significant structural movement that pose imminent safety risks to the public. Timely intervention is critical to prevent further damage to the bridge and ensure its long-term structural stability.
- The project is an appropriate use of taxpayer funds because it would restore a vital connection and prevent the bridge from deteriorating further, which could cause the bridge to collapse into the channel and damage nearby properties, infrastructure, and environmental resources. The project has a federal nexus because the funding provided is for purposes authorized in 23 U.S.C. 133.
- FY27 Member Certification - Benicia Senior Center
- The funding would be used for the construction of a replacement Senior Center and development of a publicly accessible pedestrian promenade that will enhance safety, accessibility, and connectivity between the Civic Center, the Benicia Public Library, and the downtown area.
- The project is an appropriate use of taxpayer funds because it will replace the current aging facility and provide modern, accessible space for programming, wellness activities, and social engagement.The project has a federal nexus because the funding provided is for purposes described in the Community Development Fund (CDF): 42 U.S.C. 5305(a)(1), 42 U.S.C. 5305(a)(2), 42 U.S.C. 5305(a)(4), and 42 U.S.C. 5305(a)(5).
- FY27 Member Certification - Vallejo Community Park
- The funding would be used to transform a shuttered middle school into a modern recreational destination with new amenities including a playground, multi-use turf fields, ADA-accessible walking and jogging paths.
- The project is an appropriate use of taxpayer funds because it will improve access to safe outdoor recreation, support youth sports and community programs, enhance neighborhood safety, and promote public health through increased access to outdoor activity.
