September 8, 2011

"Americans need jobs. Yet, the Republican majority, which has been in control of the House for 247 days, has not brought one job-creating bill to this floor. My amendment would create jobs by giving the Secretary of Education the authority to prioritize charter school investments that Make It In America," said Rep. Garamendi. "We must educate our youth to prepare for tomorrow’s challenges, and there is a role for charter schools in achieving this goal. However, without my amendment, this charter school bill fails to notice that millions of Americans are right now out of work through no fault of their own."

July 26, 2011

I support the ongoing negotiations to use the legislative process to raise the debt limit and responsibly reduce the deficit. However, If Congressional Republicans insist on gutting Social Security, Medicare, Medicaid, student aid, and food safety as an absolutist precondition to raising the debt limit, then I encourage the President to simply pursue the Constitutional option fail-safe already available to him.

Garamendi Votes Against Ideologically Extreme Republican Bill that Brings America Closer to Default while Destroying Medicare

July 19, 2011

"I’ve been in public service since the 1970s, and I’ve seen some really bad bills, but H.R. 2560 is probably the most radical legislation I have ever seen introduced with the support of a party’s leadership," said Congressman Garamendi, who previously served as California’s State Senate Majority Leader. "This legislation is designed to create an easily preventable and Republican-orchestrated crisis with the debt limit – taking the full faith and credit of the United States hostage – as an excuse to destroy Medicare, Medicaid, WIC, food safety, and every federal service that helps strengthen seniors, students, and the middle class."

July 12, 2011

"Ostriches are supposed to stick their heads in the sand; responsible lawmakers are supposed to help their country compete in a tough global economy. Vital game-changing energy research should be above politics, but today, the Republican majority’s pattern of actively dismantling anything that hints at American-made clean technology continued," said Garamendi, who as a state legislator in the 1970s authored the first alternative energy tax credit in America. "We need to Make It In America, especially advanced clean energy, but we won’t get there without basic building block research first. Today, a majority of Members in Congress failed the American people."

Congressman Garamendi on the Libyan Votes

BART Board Endorses Rep. Garamendi’s Make It In America Transportation Legislation

June 14, 2011

"It's no secret that there are too many Americans out of work -- and that one of the reasons has been the exodus of American manufacturing overseas," said BART Director Joel Keller (District 2--Contra Costa). "This has made it difficult for transit systems like BART to purchase American-made vehicles and other products that support job creation in the US. The BART Board supports "Make It In America" goals because we should not only be providing reliable public transit service to Bay Area riders, but also assisting in creating jobs by encouraging more opportunities for greater American manufacturing. H.R. 613 (Garamendi) will help us get there."

For the sake of every American who has ever been ripped off by a financial institution, it's time for the President to appoint Warren to the Director's post."

Congressman Garamendi Visits Afghanistan, Learns More About Special Operations in Region

June 1, 2011

"Our CODEL to Afghanistan solidified my belief that there is no military victory in Afghanistan. Whether we stay in that country a year or a century, the ultimate solution will be a political settlement with a power-sharing arrangement between the central government in Kabul and powerful governors and tribal leaders throughout the country," added Congressman Garamendi. "Afghanistan has a long tradition of feudalism, and America cannot continue spending our precious blood and treasure in a futile exercise in nation-building by force. When a power sharing agreement is reached, we can work with our international partners – within and outside governments – to plan a long term path toward infrastructure construction, secular education, economic development, and with time, a more representative government. But we’re not going to get there until most of our troops get out."

Garamendi Rejects "a Blank Check for Any War Anywhere" During House Vote on Pentagon Spending Bill

"According to the Kaiser Family Foundation, Medicaid spending grew significantly slower (4.6 percent) per capita than private insurance premiums (7.7 percent) over the past decade."

Congressman Garamendi Sole Vote Against Defense Bill because of Afghanistan War, Don’t Ask Don’t Tell & Wasteful Pentagon Spending

Because I wholeheartedly support our soldiers and their families, I cannot in good conscience vote to extend a war without an endgame," Garamendi said. "To continue to risk the lives of 100,000 American troops in support of the corrupt Karzai government in Afghanistan’s internal civil war is not in the long-term national interest of the United States."

We believe it is no longer the best way to defend America against terror attacks, and we urge you to withdraw all troops from Afghanistan that are not crucial to the immediate national security objective of combating al Qaeda. … The killing of Osama bin Laden was made possible by a strong intelligence operation and well-trained Special Forces units. In combating extremism, the combination of actionable intelligence and highly mobile Special Forces has proven most effective against an enemy that is not limited to a single geographic location."

"I’m honored that my legislation was included in this Make It In America package. My bill requires all transportation equipment purchased with federal dollars to be made in America. This commonsense approach helps make American companies competitive while creating good middle class jobs right here in America. It just makes sense."

Former California Insurance Commissioner Rep. Garamendi on House Republican Plan to End Medicare & Exchanges: "Apparently what you really want to do is hand over the entire game to the insurance companies"

May 3, 2011

The Republican proposal on the floor here would make it impossible for California to do what it wants to do. That is set up a marketplace where people have access to insurance. The notion being that by creating the exchange, you spread the risk across many populations, so that, like a huge corporation, you have an opportunity as an individual purchaser or small business to participate in a large pool and accept the lower rate of insurance.

Congressman Garamendi on GOP 1099 Bill

March 3, 2011

I support repealing the new 1099 reporting requirements. They are an onerous and unnecessary burden on small businesses. My Republican colleagues could have crafted a workable bipartisan bill with almost unanimous support. Instead, House Republicans forced Congress to make a poisonous choice today: vote No and maintain the paperwork burden on small businesses or vote Yes and increase taxes on small businesses and working men and women. I voted No and urged my Republican colleagues to rewrite the bill.

February 28, 2011

"Pro-democratic movements in the Middle East are in the midst of their rendezvous with destiny, but America’s destiny can no longer be linked with the fates of dictators, military juntas, and theocratic regimes. We must develop energy independence; we must Make It In America," said Congressman Garamendi, a former Deputy U.S. Interior Department Secretary. "Energy security is national security. We spend 16 percent of our defense budget patrolling the Straits of Hormuz protecting the flow of oil from the region. That’s more than $100 billion every year. Congressman Garamendi Says Republican No Jobs Budget Proposal Would Harm Millions of Americans and Stifle Innovation

February 15, 2011

The House Republican continuing resolution cuts threaten to stifle job creation by gutting key investments. Instead of moving America forward, the GOP budget proposal would put this country in reverse. Under the House Republican plan, more than 200,000 children would be kicked out of Head Start and thousands of teachers would lose their jobs; 20,000 fewer researchers would be supported at the National Science Foundation, stifling the innovative research that creates next generation jobs; 25,000 new construction jobs would be lost and 76 projects in 40 states would be cancelled; there would be 1,330 fewer cops on the beat and 2,400 fewer firefighters on the job; AmeriCorps' effective services to our country would be eliminated; and needed food programs like WIC (Women, Infants, and Children) would be decimated.

President Mubarak’s resignation today is a major step toward democracy, but it does not complete the task. We should encourage the military, which is now in control, to set out a path to achieve free, transparent, and open elections no later than the current September schedule. There must be an immediate end to any and all laws that prevent the development of viable political parties and a process that encourages moderate and progressive parties to emerge. At this moment, 'We are all Egyptians.'"

They want to cut billions from clean energy production and research, eliminating hundreds of thousands of jobs, making America less competitive, and endangering national security by continuing our dangerous addiction to foreign oil. They want to close national parks and layoff park rangers, possibly making your favorite vacation spot a haven for criminals. Every American is harmed by this destructive and foolish plan."

May 5, 2010

"Exactly six months ago, I entered Congress promising to protect this great nation from threats foreign and domestic. Today I’m fulfilling that promise," said Rep. Garamendi, a former Deputy U.S. Interior Secretary under President Clinton. "The risk is too great to permit new platform oil and natural gas drilling on the West Coast. Our coastline was well served by a congressional moratorium that helped protect us for 27 years. It’s time we reinstated the ban on new drilling in federal waters near California, Oregon, and Washington."

Rep. Garamendi: Gov. Schwarzenegger’s Decision to Pull Support for PXP Oil Deal Good for California, Congressional Action Still Needed

May 3, 2010

"It’s unfortunate it took one of the worst ecological disasters in U.S. history for Governor Schwarzenegger to come to his senses, but today, friends of California’s coastline can breathe a sigh of relief. For the time being, there will be no new offshore oil drilling off the coast of Santa Barbara, and that means the oil companies salivating for new drilling will have to look elsewhere for evidence of the Golden State’s willingness to sell its coast to the highest bidder."

Congressman Garamendi’s Statement on Unemployment Insurance Extension

April 15, 2010

"It’s about time. Millions of Americans are still struggling to find a job and need the emergency relief provided by unemployment insurance. Unfortunately, Republicans in the Senate proved once again that they aren’t much interested in helping the people they are supposed to serve. Until the unemployment rate drops substantially, we must not abandon the fight for job creation, and we must maintain the added protections found in the Recovery Act and other pro-growth bills. That’s what my constituents and the American people deserve and expect."

April 15, 2010

"Today is tax day, but for most working Americans, we might as well call it tax rebate day," Garamendi added. "President Obama and Congressional Democrats are responsible for some of the most significant middle class tax cuts in U.S. history. We were handed a broken economy and have made great strides in fixing it, but we cannot rest on our laurels. The unemployment rate is still unacceptably high, and that is why we must pass more jobs-producing bills."

April 14, 2010

"The average American family is able to claim 10 percent more this year than last on their income taxes, and this will have a ripple effect throughout our economy. More money in the hands of the people most likely to spend it means more debts will be repaid, more savings will be created, and more local businesses will see increased profits."

Congressman Garamendi: New March Job Figures Further Evidence that Democratic Recovery Efforts are Working

April 2, 2010

While we are not out of the wilderness yet, our economic footing is secure and we are on our way to a bright, prosperous day. But our work is not done. We must continue to advance policies that will grow and strengthen the middle-class through long-term job creation and moving more people out of poverty."

"If we are going to guarantee that our grandchildren inherit the same beautiful coast that has helped draw so many Californians to call our state home, we cannot allow any cracks to form in our resolute opposition to new offshore oil drilling."

Congressman Garamendi’s Statement on President’s Recess Appointments

March 30, 2010

"Republican Senators have held up 77 nominees critical to the functioning of government. Our colleagues on the other side of the aisle have no interest in working with Democrats to help the American people, and if they refuse to give the President’s nominees an up-or-down vote, what other choice did he have? In the case of Craig Becker’s appointment to the National Labor Relations Board, there are hundreds of complaints left unresolved at the NLRB because Republican obstructionism has denied the board a quorum. At some point, in this toxic partisan environment, if Democrats are going to accomplish anything, we have to go it alone. I hope that Republicans will decide to work with us again in the future."

Congressman Garamendi’s Statement after GOP Senator Coburn Blocked a Needed Unemployment Benefits Extension

March 27, 2010

"Once again, Republican Senators are playing games with the lives of people struggling in this economy," Congressman Garamendi said. "How many rent checks will be undelivered, how many serious medical ailments will be untreated, because Senator Coburn and his GOP colleagues in the Senate prefer theatre over doing their jobs? When we return to Congress after the two-week district work period, this delay in needed unemployment insurance and health benefits must not stand, and the representatives actually interested in helping the American people will do all we can to recoup lost payments."

This year, seniors stuck in the Medicare Part D donut hole will receive a $250 rebate and next year will see their prescription drug costs in the donut hole reduced by 50 percent. This year, small businesses will receive up to a 35 percent tax credit to help pay for health coverage for their employees. This year, new insurance plans will be required to offer free preventative care. This year, young adults up to the age of 26 will be allowed to stay on their parents’ health plan. This year, early retirees aged 55-64 will see additional relief to help them afford health coverage."

With Historic Health Care Vote, Congressman Garamendi Joins Majority in House in Forming a More Perfect Union

March 21, 2010

"In the fight to extend health coverage to every man, woman, and child, this bill is an incredibly important beginning. But it's still just a beginning. 'A more perfect union' implies that the progress of the American experience is never complete. Each subsequent generation is expected to pick up the torch and continue on our long road toward positive change. Today the House of Representatives bestowed upon this great nation the most historic health reform since Medicare. I am proud to have voted 'yes' for health care reform. I won't live to see a perfect union, but it is a tremendous honor to see a more perfect union formed before my eyes."

With these numbers, the naysayers and obstructionists have run out of excuses. We know how many people it will extend lifesaving coverage to, and we know how significantly it improves our economy."

March 17, 2010

"This week, members of Congress will make be making a stark choice. Do we stand with the millions of people without coverage and millions more one pink slip away from health care ruin? Or do we stand with the entrenched interests who will do all they can to stop reform to maximize their profits at the expense of patients? I believe every American deserves access to affordable health care coverage, and I will do all I can to make that happen."

March 11, 2010

"The average family qualified for the EITC receives a $1,400 refund, so If you qualify, the money is yours to keep; take it."

Congressman Garamendi Supportive of Ban on For-Profit Earmarks this Year

March 10, 2010

"By banning for-profit earmarks, Chairman Obey continues an extensive reform of the earmark process," Garamendi added. "Under the Republican Congress, special interests ran roughshod over the public interest, best exemplified by the Bridge to Nowhere proposal in Alaska. In 2005, earmarks totaled 15,800 and cost $27 billion. Under the Democratic Congress, earmarks were reduced in scale and dramatically improved by tailoring them towards the public interest. Compared to 2005, earmarks in FY 2009 appropriations were cut by 30% and their cost was reduced by 60%."

Former Deputy U.S. Interior Secretary Rep. Garamendi wants More Wind Mills, not Off-Shore Oil Drills after Senators Meet with President to Discuss Leasing America’s Coastlines to Oil Companies

March 10, 2010

"Our beautiful coastlines are the birthright of every American, and I don’t want to see the California coast sold to oil companies with a track record of ecological catastrophe," said Congressman Garamendi. "Here and abroad, we’ve seen dozens of oil spills that have despoiled natural habitats and destroyed tourism and fishing economies. Just last year, a massive oil spill from an offshore oil rig near Australia lasted nearly three months, spewing at least six million gallons of oil over 9,000 square miles. There are better options."

Congressman Garamendi on February Jobs Report

March 5, 2010

"The American Recovery and Reinvestment Act continues to put our country on a path to recovery through smart investments in transportation, education, health services, and other needed sectors, creating jobs for people throughout our communities. There is much more to do to fix our economy, but let there be no doubt, without ARRA, we would be in much worse shape and countless more Americans would currently be unemployed."

"Without this and additional jobs bills, most economists agree that the economy could soon slip back into decline. This occurred with both our Great Depression and the Japanese recession of the 1990s. We must learn from history or we are doomed to repeat it."

Former CA Insurance Commissioner Rep. Garamendi’s Reaction to President Obama’s Health Care Address

March 3, 2010

"We are at the crossroads of history. We can either choose to expand health insurance coverage to 31 million uninsured Americans or let the insurance industry continue the status quo of pre-existing conditions, high premiums, and record corporate profits. There’s still time to pass a bill that does the right thing for the American people."

Congressman Garamendi Calls on Senate to Force Senator Bunning to "Bring in the Phonebooks"

March 2, 2010

"Since Senator Bunning insists on testing the financial wherewithal of millions of unemployed Americans, the least we can do is test his resolve. If he wants to filibuster emergency legislation that impacts millions of Americans, let him filibuster for real. Lock the doors; hand him a glass of water; and bring in the phonebooks. If he complains about being late for a basketball game like he did on Friday, I know a few thousand constituents with some more pressing complaints directed at the distinguished Senator from Kentucky."

Out-of-Work Americans Victims of Senate Republican Political Theatre

February 26, 2010

"Senator Jim Bunning and his Senate Republican colleagues have put millions of Americans in the cross hairs of their extreme ideology. By blocking the unemployment benefit extension, Republicans have ripped away federal unemployment benefits from over a million jobless workers who will become ineligible in March. How many homes will be lost because of this unbelievably callous act? How many children will go to bed hungry because Bunning was more interested in cheap theatre than governance?"

Former Insurance Commissioner Rep. Garamendi Sides with Consumers in Vote to End Health Insurance Industry Collusion

February 24, 2010

"With this bill, we force America’s health insurance industry into the same market that we want all American industry to be in: the free market competitive system. This is simple. Insurance companies should not be able to monopolize the health insurance marketplace," Congressman Garamendi said. "For 65 years, the insurance industry has used the anti-trust exemption to collude against consumers, fixing prices and raising rates well above inflation. Enough is enough."

Congressman Garamendi Original Co-Sponsor of Bill that Would Stop Health Insurance Collusion

February 22, 2010

"When almost every other industry colludes at the expense of consumers, we call it a crime. When the health insurance industry colludes, we call it business as usual," Congressman Garamendi said. "This legislation removes one of the most damaging weapons in the insurance industry’s arsenal: the ability to manipulate the market together behind closed doors. In my eight years regulating the insurance industry in California, what I learned above all else is that you can’t trust the insurance industry to regulate itself. Insurance company executives will scratch and claw their way to maximum profit, and they don’t care who gets hurt along the way."

February 3, 2010

"I believe that everyone should retire with dignity, and I am very alarmed by the proposal put forth by the Republican members of the House Budget Committee, who apparently want to throw millions of seniors into the shark tank that created the near collapse of our economy. It’s important that Congress repudiate this dangerous plan immediately. Millions of seniors depend on Social Security and Medicare to provide them with their retirement and health care needs, and this proposal amounts to an astounding cut in health benefits and fiscal security. Our seniors are too important to expose to the rollercoaster fluctuations of Wall Street."

Congressman Garamendi Calls for an End to Don’t Ask Don’t Tell

February 2, 2010

"Our country is suffering from a failed policy. 'Don’t Ask, Don’t Tell' has robbed our national defense of over 13,000 vital troops and armed service personnel, including scores of Arabic translators. To cover the unnecessary costs of recruitment and retraining, taxpayers have been charged up to half a billion dollars because of DADT. At a time when America is fighting wars on two fronts and facing financial uncertainty, it is painfully clear that we must work swiftly to end DADT. All Americans, gay or straight, should be able to proudly serve our country."

Congressman Garamendi, Author of First High Speed Rail Act in California, on Today’s DOT High Speed Rail Announcement

January 28, 2010

"In 1989, I co-authored legislation with then-Assemblymember Jim Costa to launch high speed rail service in California. 20 years later our dream is becoming closer to a reality. The President’s announcement that California will get $2.25 billion is a great first step for a program that I will continue to fight hard for in Congress in the months and years ahead. Not only does this program create well paying jobs today, it will also change the way Californians live and work in the future by putting our state on the cutting edge of transportation technology."

The insurance companies had one commandment: thou shalt pay as little as possible as late as possible.
